Ntën Zëm Ner (/ntɛn/ /zɛm/ [infinite] [frame; hull]) is a subtropical Town located in the Brotlëftavremōf Moot of the Viceroyalty of Rosid.

The name Ntën Zëm Ner is derived from the Wood Elvish language, as Ntën Zëm Ner was founded by Ihopa Zulvarash, who was culturaly Wood Elven.

Climate

Ntën Zëm Ner has a yearly average temperature of 14°C (57°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cold 2°C (35°F). Ntën Zëm Ner receives an average of 152 cm/y (59 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Ntën Zëm Ner covers an area of nearly 5 km2 (2 mi2), and an average elevation of 3738 m (12263 ft) above sea level.

Overview

Ntën Zëm Ner was founded durring the late 13th century in winter of the year 1159, by Ihopa Zulvarash. The establishment of Ntën Zëm Ner was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Ihopa Zulvarash struck deals with nearby nations and communities to establish Ntën Zëm Ner as a prison colony.

Ntën Zëm Ner was built using the conventions of Wood Elven durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Ntën Zëm Ner is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.

Ntën Zëm Ner is buildings are arranged arrounded highly ordered system of premissive cobblestone streets which form hexical paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town has a defencive wall made from large clay bricks. The wall is constructed to the exact specifications of millitary fortifications, but the nature of its clay brick construction leaves it vulnerable to even outdated siege equipment. That said, the town is well defended against anything short of an army. Astonishigly, the brittle defences are in pristine condishion, as if they had just been finished before you laied eyes upon them.

A look around Ntën Zëm Ner has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Regardless, you do not feel it would be wise to remain in Ntën Zëm Ner long.

Civic Infrastructure

Ntën Zëm Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Ntën Zëm Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Ntën Zëm Ner's parks.

Ntën Zëm Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Ntën Zëm Ner.

Ntën Zëm Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Ntën Zëm Ner has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Ntën Zëm Ner has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Ntën Zëm Ner has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Ntën Zëm Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Ntën Zëm Ner's public wards, blessings, and other arcane systems.

Ntën Zëm Ner possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Ntën Zëm Ner's grid is powered by a direct leyline tap.

Ntën Zëm Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ntën Zëm Ner's natural decorations nor waterways.

Ntën Zëm Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Ntën Zëm Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Ntën Zëm Ner's town hall was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.

In Ntën Zëm Ner all of the cats speak the local language with prefect diction.

The Flea, Giant near Ntën Zëm Ner are known to be more aggressive than normal.

Ntën Zëm Ner's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves square dance to channel Necromancy energies of tier 3 via moments of science.

History

Ntën Zëm Ner used to be more prosperous, but something happened relatively long ago that left it a shrunken shadow of its former self. If the settlement is prosperous, the locals often lament how much more they could have had. If the settlement is not prosperous, the locals blame their ill fortunes on that event. Reminders of this better time can be found in many places within Ntën Zëm Ner.

In time immemorial, reportedly some time during the late 2nd century, Ntën Zëm Ner was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Ntën Zëm Ner lost 289 people, 216 livestock, and 64 buildings. The conflict ended after roughly 132, when members of Ntën Zëm Ner's militia enacted an operation to liberate a particular temple from the enemy. The operation was complicated by the army's activities draw the wrath of formerly neutral parties. The conflict ended with pitched battle between both forces, which ended in a stalemate for Ntën Zëm Ner's forces. The war is remembered in legend by Ntën Zëm Ner's bards, historians, and legend keepers.
